This wall was built to keep out noise. On the other side of that wall is the 101 Freeway in Los Angeles. On this side of the wall are the million-dollar homes of Encino. Los Angeles is trying to find funding for an additional 230 miles of sound walls which will cost $1 billion dollars. One of my grandsons, Steven, is helping us gain some perspective here.
